Law enforcement is the most pronounced function of government. In order for law enforcement to carry out the ultimate task, that being the power of arrest, it must be entrusted with authority (power). This authority means the power for police officers to stop and detain and arrest people and use that force necessary to overcome resistance and affect an arrest and or protect themselves or others from harm. Put another way, this means the lawful right to seize a person or deprive him or her of freedom.
