There are a number of drug control strategies.  Some depend on law enforcement efforts and others depend on education and community efforts.  The educational ones like Project ALERT and DARE show conflicting results in their evaluations.  Most recently, the harm reduction strategy seems the most promising, since it addresses a number of problems that kids face and must learn to deal with.  It has been suggested that this approach should replace the “War on Drugs,” and this change in drug policy will reduce the number of offenders sent to facilities, as well as discourage police crackdowns in minority neighborhoods.  The War on Drugs should be discussed, as it has been identified as a major source of racial discrimination that occurs in the juvenile justice system.
