Understanding if there are discrepancies in punishment as it relates to criminal offenses has a significant outcome on the system overall.  If lower socioeconomic individuals have a more likelihood of going to prison versus other individuals relates to the fairness of the system.  Racial issues must also be studied and analyzed.  For example, the difference in penalties for crack cocaine is seen as having a significant impact on the certain groups of individuals who cannot afford a higher quality cocaine and thus the prison population have significantly higher populations of lower income individuals.
