I believe the most important constraint would have to be time. With the number of employees they must hire, securing the next couple contracts, and implementing the new system, timing is key to the success of MTC. If the contracts are secured without the employees, they can lose the contract. If they get the employees and don’t get the contracts, then they would have hired new employees without a purpose. They can however get the system in place first and work on everything else after but why would they? They wouldn’t have a need for new employees if more contracts were in the upcoming future. 

To ensure that this aspect is well addressed to maximize MTC’s chances for successful implementation, I would stress the issue that time = money. The longer it takes them to implement the IT hiring system the more money it will cost the company. Whether it be by manually hiring or losing out on big contracts due to lack of well qualified employees. Not only will the new system help with current employees and how they conduct business it will help the company as a whole do better business with better communication.

The triple constraints of project management are Time, Cost and Scope. Time refers to the projects schedule for completion, Cost refers to the cost of the project including all financial resources needed to complete the job on time, and scope defines the specific goals and tasks needed to complete the project.

I think that Time is the most important constraint when it comes to implementing the hiring system for MTC. MTC has a deadline of needing to hire a certain number of consultants in a certain amount of time. Because of this the IT hiring solution would need to be completed in a short amount of time if MTC wants to utilize it to it’s highest potential.

To ensure that the IT hiring solution is implemented on time, I would need to make sure that the planning, scheduling and monitoring of the project are happening in an efficient manner. I would make sure that the project plan is completed before the project starts. I would make sure that the plan is well-prepared to help eliminate the chances of the project getting off track. If the project gets behind it could have a huge impact on the scope and cost. I would review the project plan with everyone, so everyone knows what needs to happen and when. I would also make sure that the project plan has a timeline that is realistic and leaves a little room for when issues will arise. I will also monitor how the project is coming along, I want to make sure that the steps that are being completed are being done the right way and trying to eliminate any issues that could arise in the future.

In my opinion, the cost of  implementing an enterprise hiring system for MTC would be the most important. In my mind, it wouldn't be beneficial to the company if the cost of the hiring system would cost more than the potential revenue generated by the system. The cost should be low enough that the growth (in revenue and overall business) made possible from the system would offset the cost and increase net profits for MTC.   

I would compare the cost of the hiring system to the potential revenue off the proposed 7% annual growth of the company and start considerations there. If the hiring system would not be able to support the increased hiring to account for the cost or would offset the net profits from the proposed 7% annual growth, I would consider a different hiring system with lower costs that would align with my forecasted growth. If the total cost of the system VS. the increased revenue brought forth by more consultants and more clients would result in a net profit, I would be more likely to consider the system.
