Objective: Analyze which demographic trends have changed most dramatically in the past few years and how these trends and public opinion could affect social policy as well as the delivery of human services.

In a future week we will look more specifically at social policy, but in relation to the demographic trends which we have just observed, we need to think about the following: how does social policy and public opinion affect who is funded and therefore who receives human services? Funding and delivery of human services is not entirely based on who really needs the services but some populations are showcased or highlighted due to popularity and political reasons.

• Review Chapter 2 in your textbook as well as pp. 287-289 on Implementation of Social Policy.
• Write a 2 page paper that describes how social policy and public opinion have affected who is funded and therefore who receives human services.
• To achieve maximum points for content and analysis, the following elements need to be thoroughly addressed:
  • Who are the recipients of human services that appear to be ignored today and why do you think that is happening?
  • Who are the groups that are “popular today” in terms of receiving funding and media attention?
