Searle reading on machines having intelligence

Question

Don't sweat the answer. No required formatting. After reading the Searle reading, you then need to create a philosophical argument on whether or not machine can think or have intelligence.  Here is what's required in creating a philosophical argument:
 
Assumptions:  (the foundations of the position such as concepts, methodologies, and evidence)
Argument:  (the quality of the argument/how is it supported.  How well were the concepts, method
methodologies and evidence used to support the position? 
What would other philosophers say? (at least 3)
