When Terry Mangan became the Chief of Police in Spokane, the department left a lot to be desired and though Chief Mangan was not sure exactly how he was going to lead the department towards community policing, he knew changes had to be made for the benefit of both the department and the community. Before moving forward with the integration of the department and the community, he knew that he had to first start within in the department. He had the foresight to understand that the department's needs were not being met, therefore resulting in mediocre dispositions of its officers and staff. In an effort to strengthen the department he made sure that their basic needs were met by providing the resources needed to effectively conduct their responsibilities as expeditiously and effectively as possible. Mangan felt strongly that the needs of the department and the improvement of community relations had to be addressed concurrently for the best possible outcome. During his first year with the Spokane Police Department, Mangan proactively attended community meetings where he shared his vision for the department and expressed the desire to have the community become more involved with the department through volunteering, sharing ideas and taking on leadership roles within their community to aid the department in its quest to become a community based policing agency.
